The Rules: Motel Horizon Demo RULES!

•

Congratulations! After much deliberation, you’re now the new Night Shift Administrator at the Motel Horizon. Listen to your Supervisor, don’t leave the hotel premises, and most importantly:

Obey the rules.

Have you ever wondered what would happen if Nachosama Games’ That’s Not My Neighbor and Lucas Pope’s Papers, Please got thrown into a woodchipper with a spooky Hotel Management Sim? Wonder no more! OutNord’s Rules: Motel Horizon is all that and a bag of chips, and what it lacks in polish it makes up for in undeniable spirit.

‘Spirit’ meaning gumption, mind, but there might be other ‘spirits’ lurking around too…

If YOUR employer doesn’t remind you that you only have ONE LIFE, you might want to speak to a union rep!

Orientation Training

Congrats again on the new gig! No time for on-the-job training, though. You’ve got customers to please and a Rules: Motel Horizon to run. As the newly minted manager of (Rules:) Motel Horizon, your job is relatively simple. Check in guests, keep the place clean, oh, and watch out for entities pretending to be human. And again,

Obey the Rules.

Rules: Motel Horizon demo only gives you three shifts to play around with. However, OutNord claims that the final version will be a lot more random. That said, the job is pretty straightforward. Customers come in, you interview them, and ultimately you decide whether or not they can stay.

This, I believe, is the crux of Rules: Motel Horizon’s gameplay. Like the many Papers, Please types before it, amidst the sea of normal customers are gaggles of misfits. Most of them appear to be harmless (so far), but rules are rules: if they’re freaky, they gotta go. In real life this might be grounds for legal action, but this is a game, so just do it.

Some examples are more obvious than others: a guest’s head can swivel on a 360-degree axis, their eyes glow like Michael Jackson’s at the end of the Thriller music video, or maybe, just maybe, their documents are forged! Never a dull night at the Rules: Motel Horizon. There are exceptions to these as well as several factions at play including The Church, The Cult, and a mysterious third group looking to ‘help’ you, and all that entails. With every shift comes a new rule, so stay frosty.

When you aren’t kicking paying, albeit freaky customers to the curb, you’ll be cleaning rooms with your impressively stocked supply room, and eventually sealing dimensional rifts with a flashlight. The game hints at these tasks happening in between guests arriving, but in the demo, everything follows a simple procedure: open the front desk, clean rooms, check-in guests, and close all the Hellmouths. Easy, right?

Yea, it kinda is, actually!

Is there ANY task Agent 47 can’t do?

Burning the Midnight Oil

It’s tricky to fit much game in only three shifts, but Rules: Motel Horizon manages. Clues around the hotel suggest there’s a much bigger game coming. There’s placeable security cameras with a monitor in the back room, an electrical shed full of fuseboxes, and the shopkeeper who sells you stuff out of his van and takes payment in the form of your motel’s profits. The less you think about it, the better. Snoop around enough, though, and you’ll find notes from other employees, belongings of past guests, and much more. Good thing too, because in its current state the Rules: Motel Horizon Demo is a bit dull once you get the hang of things.

This brings me to my first concern: per a message in Shift 1, the player must contractually complete fourteen shifts. Rules: Motel Horizon brings a novel twist to the table, but can it keep those flames burning for fourteen days? The player only has one life, but even then it’s hard to imagine what could occur in such a short amount of time. It’s way too early, of course, but I hope the final version has more content… or at the very least an ‘Endless Mode’.

No motel lobby is complete without the obligatory trophy.

Checking In?

My second complaint lies in how rough the game currently is. It’s not unplayable, of course, but it could definitely use some polish before the final release. It might just be a part of the motel’s eerie nature, but some signs are written in Cyrillic. Others display Kanji characters. Swinging doors trap you behind them. Moreover, the dialogue could use some attention as a lot of it isn’t properly translated.

In regard to gameplay, it took me until Shift 3 to realize I had inventory spaces (hint: look at those bag icons near your feet). The first conversation the player has with their ‘Supervisor’ suggests there’s no time for a tutorial, but I really think the devs should tell you have pockets! Lastly, considering it’s a game based on examining documents, there were several moments where I was convinced a document was forged… and it wasn’t.

In Papers, Please, even a slightly-off document insignia is grounds for sending someone off with the guards for a ‘friendly chat’. In Rules: Motel Horizon, I was dinged not once, but TWICE for not giving a room to someone with faulty information. The first had a completely different insignia on his ID while the second gave a name that wasn’t on his papers. Needless to say, these issues need to be addressed before the full release. I can handle getting smacked by a door, but getting dinged on my performance review for a false-positive? No way, man!

Look at my lawyer, dawg

Welcome to the Rules: Motel Horizon… Such a Lovely Place!

In conclusion, Rules: Motel Horizon needs more than a fresh coat of paint. Even after a demo updated, the game was still pretty rough. That said, it’s definitely piqued my interest. It’s not every day we get a bizarre hotel management sim, and frankly I’m all for it! Bugs and translation issues can be fixed, but soul?

They don’t sell THAT in the lobby vending machines!

Rules: Motel Horizon was part of the Steam Next Fest February 2026. As of publication, the demo is still available. The game is slated for release in Q3 2026.
